Who we are
The European Bank for Reconstruction and Development (EBRD) is an international financial institution that supports private sector development through market-based financing and advisory support. It is implemented through partner financial institutions and experts to ensure that investments meet defined technical, environmental and compliance standards. In Ukraine, the EU4Business–EBRD Credit Line is implemented by EBRD with financial support from the European Union and Sweden.
Our mission in Ukraine
The EU4Business–EBRD Credit Line supports the development and resilience of Ukrainian micro, small and medium-sized enterprises (MSMEs) by enabling investment in modern, efficient and EU-aligned technologies. The programme contributes to economic recovery, competitiveness and sustainable growth, including in the context of war-related challenges, with support from international partners including the European Union and the Swedish International Development Cooperation Agency (Sida).

What the programme delivers
The programme combines several integrated components to support MSME investment:
Financing through partner financial institutions
Loans and leasing are provided by local banks and leasing companies using EBRD funding.
EU-funded investment incentives
Businesses may receive a grant payment after successful project implementation and independent verification. Incentive levels depend on project type, approach (simplified or complex), and eligibility for additional support (e.g. war-affected or veteran-linked businesses).
Technical
assistance
Independent consultants support project preparation, implementation and verification to ensure compliance with programme requirements.
Structured investment approaches
Investments are assessed either through a simplified pathway (based on pre-approved technologies) or a complex pathway (based on individual project assessment and alignment with EU Directives).

Who can benefit
The programme is open to MSMEs registered and operating in Ukraine that meet EU-defined size and ownership criteria, comply with national and EBRD environmental and social requirements, and implement eligible investment projects.
A rules-based framework, including eligibility criteria, verification procedures and transparent incentive allocation, ensures that support is delivered consistently and accountably.
