Enterprise Security Enhancement (ESE)

The Enterprise Security Enhancement (ESE) helps Ukrainian businesses invest with greater confidence in a high-risk environment. If assets financed under an eligible EBRD-supported investment loan are damaged or destroyed as a result of war-related events, part of the outstanding loan may be repaid on the borrower’s behalf, reducing debt pressure and helping the business recover faster.

How it works?

If war-related damage affects assets financed under an eligible loan, the damage must be documented and verified through the agreed process with the partner bank or a leasing company (PFI). Once confirmed, compensation may be applied directly toward partial repayment of the loan. This means the business can reduce its outstanding debt and focus its resources on restoring operations and moving forward.

Effectively, ESE functions as a donor-supported, quasi war-risk insurance product, reducing financial stress, accelerating recovery, and helping your business grow even in the most challenging circumstances.

How does the ESE claim process work?

Once the damage occurs, the borrower assesses the loss and submits the completed ESE Application Form to the PFI.
The PFI verifies the damage and forwards the claim to the EBRD.
The EBRD reviews the claim and provides partial compensation through the PFI.
The compensated amount does not remain payable by the borrower, meaning that the borrower’s debt burden is reduced accordingly.

How to apply?

Your loan or lease agreement will indicate whether your financing is eligible under ESE. If the financed assets suffer war-related damage, you should submit the ESE Application Form, to be provided by your lender, together with the required supporting documents. Your lender will then review the submission and confirm once the compensation has been received.

Which loans qualify for ESE?

Any loan issued under the EU4Business-EBRD Credit Line with Incentives may qualify for ESE, as long as the ESE feature is included in the agreement between the EBRD and your bank or leasing company.

What documents are required to receive ESE compensation?

Please contact your partner bank directly to initiate an ESE claim and obtain the list of required supporting documents. ESE is currently available through PrivatBank, Oschadbank, Raiffeisen Bank Ukraine and Kredobank. The list of participating banks may expand over time. ESE is offered only for eligible transactions where the feature is included in the financing agreement, and available funding is limited and allocated on a first-come, first-served basis.
