Additional support is available to MSMEs
affected by Russia’s armed aggression or
linked to war veterans.

War-affected businesses

Available to MSMEs that:

  • Have substantially relocated their business activities and/or suffered direct war-related damage or loss of assets, where the value of such damages equals or exceeds 15% of the loan amount
  • Provided evidence confirming the occurrence and value of damages (“Verified Damage”)
  • Have neither received nor are imminently expected to receive compensation for the Verified Damage or its portion that is covered by the additional investment incentives
  • Plan to carry out their business activities in Ukraine

Veteran-linked businesses

Category 1

Available to MSMEs that:

  • Are majority-owned (more than 50%) or led by war veteran(s);
  • Employ war veterans representing more than 20% of permanent staff on average over the last 6 months;
  • Serve war veterans comprising at least 20% of clients or revenues over the last 12 months
Category 2

Available to MSMEs that:

  • Employ war veterans representing more than 10% of permanent staff on average over the last 6 months;
  • Serve war veterans comprising at least 10% of clients or revenues over the last 12 months;
  • or Are majority-owned (more than 50%) or led by an immediate family member of a war veteran (a spouse, children, and/or parents);
  • Are owned or led by war-affected persons, including (i) persons with disabilities resulting from the war, (ii) volunteers of the Territorial Defense Forces of the Ukrainian Armed Forces, and (iii) family members of fallen defenders
Category 3

Available to MSMEs that:

  • Employ war veterans representing more than 5% of permanent staff on average over the last 6 months

Eligible enterprises must also implement, or commit to implement, measures improving access for war-affected persons and people with disabilities.
